Your signature says you have 10.5.8 - is this correct? (If it isn't, please amend it to prevent confusion.)
Leopard is not compliant with iCloud's requirements. If you have migrated from MobileMe you have been using MobileMe's email settings, which sometimes continue to work for a time after migration but then get turned off. iCloud's mail server settings are different. Strictly speaking Lion 10.7.2 is required for iCloud, and on that Mail is set up automatically.
Leopard cannot access most of iCloud's facilities, however you can set Mail up manually to access your email. The method is described here:
If you in fact have Lion, first try logging out at System Preferences>iCloud then logging back in again. If that doesn't work, go to http://appleid/apple.com and change your password - make sure it has at least eight characters, at least one of which must be a numeral and one a capital letter. Remember to change it in all your devices.

Im getting the same issue on my wifes icloud mail. mine works correctly ont he same system. My account uses a p1 server name hers uses p4 it looks to me that there is a server issue at apple, but today Apple Care isnt available in my country.

Im in London Uk and all my devices are displaying the same error mesage you list. Email was working fine until about 2 hours ago

Regarding Victor's p1/p4 server note - makes sense - seems the mail.mac.com URL (SSL/non) is no longer working on some level (I'm a converted Mobileme, which should still be working as it was), no longer can log in to smtp.mac.com (or me.com) either with my account. Can telnet to it, but logins are disabled via that server.
However I was able to put in p99-imap.mail.me.com and get standard imap - what a pain. I'd simply wait it out, but this is now over 24 hrs, and the webmail app is abysmal.

As I explained before, mail.me.com and smtp.me.com are the MobileMe server settings and are not correct for iCloud, which has to be imap.mail.com and smtp.mail.me.com with SSL required. People who migrate on pre-Lion Macs (which don't set up Mail for iCloud automatically) find that the MobileMe settings continue to work for a bit but then stop. This is not a failure of MobileMe, because you are no longer using it.
