You need to tell us a bit more..
socket lights has to be ethernet, is that right??
So the TC is running but is it flashing amber or solid amber?
Disconnect the ethernet and try again. Does the LED do anything else.. describe the cycle of the main LED from plug in?
Lastly, is wireless working? Try connecting to the TC by wifi.
I have a nasty idea your TC is dead.. this problem I have found in Gen3 but yours would be the first I have seen to report the fault in Gen4.
You will need to exercise warranty if you have any left. Or AppleCare on any computer.
Otherwise a repairer might be able to fix it.. a big might there.
The board in Gen4 is identical to Gen3 so the problem will start in later ones once they get to the critical age.
It also could be a dead hard disk. Place your hand on the TC and plug it in.. you can feel the vibration when the hard disk starts up.. and hear it as well. Does it start?

The socket lights are for Ethernet, lead to printer and USB, all go out after about a second. The TC has a constant amber light, following being green for a second. I've reseated the Ethernet and tried another one. And no wireless isn't working.
I think you might be right in that it is dead, fortunately it's under guarantee so phone call to Apple is my next step!
