I have found a wired keyboard to work better for using cmd-functions during the boot process. If you have a wired keyboard around it's certainly worth a shot...

1. Try Command-R at the Chime, see > OS X Lion: About Lion Recovery
2. It should work from a wireless keyboard, but if not pretty much any USB keyboard will work in a pinch.

It's all about timing with the wireless keyboard. Pressing any
keys before the chime will not work. Press the keys as close
as possible to after te chime. It may take a few attempts to
get the timing right. Also, it seems it it easier to do it if the
Mini is shut down then restarted rather than after a reboot.
You can also try holding down the option key instead and
select the Recovery HD.
