    Contact AT&T.

Just because the device is elligible does not mean it is unlocked.

Nothing in your posting indicates you actually contacted AT&T and requested it be unlocked.

    I have contacted them:

Thank you for contacting AT&T Customer Care about unlocking your iPhone 4 with the IMEI ending 7313.

We have reviewed your request and confirmed that you are eligible to have the requested iPhone unlocked.

    To complete the unlock, simply:
    1. Open iTunes on your Mac or PC and verify that you have internet connectivity.
    2. Connect your iPhone using the dock connector to USB cable that came with your iPhone.
    3. Backup and restore your iPhone using iTunes.
For information on backup and restore, please visit http://support.apple.com/kb/HT1414.
    4. After restoring, your iPhone will be unlocked.

    not working

If you updated but did not restore after updating then your phone was not unlocked. You need to restore the phone to the CURRENT version in iTunes. You should see the message "Congratulations! Your iPhone has been unlocked" from iTunes.

after updating it usually restores, doesn't it?

anyway after that fail i backed up and restored many times (alreay on 5.1) - doesn't work

After updating it restores the backup, but does not reactivate the phone. The reactivation step is required to unlock the phone, and the only way to reactivate is to restore again. If you never got the "Congratulations" message the phone was not unlocked.

on activation step it says - you sim card is not supported (when there's my local SIM). when I insert AT&T's one - it ativates, but without "congratulations"

Then it has not been unlocked yet. You can wait a couple of days, or call AT&T.

If your phone was ever jailbroken it probably cannot be unlocked.

Can you expand on that statement? Why would a previous jailbreak mean you can't do the official unlock? Part of the official unlock is a full restore to factory settings isn't it?

I have a 3GS that AT&T say they have completed the unlock on, but when I go through the restore procedure it ends up at an error saying "There is no SIM installed". There is a SIM in it, and I've tried several SIMs all of which give the same error. Surely it doesn't have to be a current live AT&T account SIM to complete the process?

This is a phone that used to be on my AT&T account but when I upgraded to an iPhone 4 this was retired. I have used it as a jailbroken phone, but it is now on a fresh install of iOS5.

Trust AT&T to make the official unlock a long and confusing process even when they eventually give it to us....

Jailbreaking the device modifies the baseband.  Not all software updates require an update to the baseband and this is the only time when a baseband would be overwritten.

As a result, if the device has been jailbroken and a subsequent iOS update did not force a baseband update, then it's very likely that an official unlock will fail.

Thanks. Is there a way to force the baseband to update? I guess all the jailbreaking tools are designed to avoid this, so maybe not.

If I can find out what the baseband is, can I match the OS version and do the official unlock from there?

This far into the process, it seems that the best option is to stick with unofficial unlocks (not that that was easy for me).
