No, you cannot create backups from two separate IDs on one account.
I'm not sure why you would want to, each ID has its own account and therefore its own space for iCloud backups.
Also make sure that you really want to backup to iCloud, backing up to iTunes is much quicker, simpler and more reliable.

The reason we want to is because my husband wants to be able to access the family calendar and all the photos and videos taken from the other devices. Right now we can't figure out a way for him to view and input entries into the family calendar that is on my Apple ID and backed up on all our other devices except his. From what you're saying, it doesn't sound like we can do that though.

In that case, I think you might be using the phrase backup erroneously.
Photos and videos are another matter, however you can share calendars from different IDs by adding the account from which they are kept as a secondary account to your primary account in 'settings > mail, contacts, calendars'. If all you wish to share is the calendar, make sure that only calendar syncing is enabled in this setting.
Unfortunately photo stream is only a feature for a primary account, although it does not work with videos anyway. I can suggest workarounds for photos such as using a dropbox account however I believe when it comes to video you will need to physically connect each device to the computer in order to download any video taken on it.
