It has been replaced by "Versions". Not sure exactly how to use it as I hate it, the few times I have had to use it, and try to stay away from any program that uses it.

File -> Export, or, as in any program capable of printing, choose Print, then click the PDF button in the print dialog and choose Save As PDF from the menu that pops up.

Thanks. Now I know how I can save pdf file. But I am wondering why Apple made the app worse by eliminating save as, and made it less simple. I am unhappy about it.

How is this less simple? Seems simpler to me... Why should I think that Save As will let me change the file format? Its true intent was always to allow you to save a copy of a file under a new name, not necessarily to change the format. Export has ALWAYS been something you use to change the format. It makes a lot of sense to try to move back to that original behavior.
It's just not what you're used to, that's all.
