Basic troubleshooting steps clearly outlined in the user guide are restart, reset, restore from backup, restore as new. If you've tried ALL these steps and your screen still doesn't work, then you have a hardware issue. There is no quick fix for that. You'll have to either bring your phone in to Apple for an out of warranty exchange ($149) or find a 3rd party iPhone repair shop near you and get the phone fixed.

Those are the exact symptoms of faulty LCD Display. You need to replace the 3GS LCD Display, only. Before opening and during any repair of iPhone 3GS make sure the iPhone is OFF.
