This happned to me, but because I disputed a $65 charge that some kid applied on my Ipad during a party. I used PAYPAL and they agreed to refund me. In turn, Apple suspended the Paypal billing agreement and froze my ID. I had to go into Itunes and update the payment info, then it worked. I just redid the Paypal agreement... Good luck.

I HAVE THE SOLUTION!!!!! Just fixed it through apple. This is what you do.
http://expresslane.apple.com/ ( go to Express lane on the APple website)
- Choose iPhone
- Choose ITunes Store choice (you have a list and you have to pick one)
- Choose Connecting to ITunes store from a mobile device
- Fill out operating system (I just picked one...doesn't affect the chat you are going to have with Apple)
- Fill out Version of ITunes (again I just picked one)
- Fill out country
- Under Describe the Alert message you received, type "Apple ID has Been Disabled"
- Click COntinue
- Fill out all of your contact Info
- There may be a step where you have to sign in with your apple id...you can skip that and choose Sign in without loggin in)
- It should give you the option of having a live chat. Choose this.
- Wait until the cust service rep chats with you.
- THEY FIXED IT FOR ME
- This took all of 10 mins

MissMisty that is EXACTLY what caused mine to get the error. I disputed a charge thru Paypal.

I had to update my apple id and password which worked fine and says it is updated on itunes but when I try to access the app store on my phone it is still using my old id and password so I can't acces the store, does anyone know how to fix this

Apple has a hughe problem and fix no where near. I have contacted Apple service many times over the last 2-3 weeks. This is what I am getting back. They are acknowldging the problem, while addmitting that they have no fix for it. What's happening to Apple?

I solved the problem by creating a new Apple ID and than calling the Apple suport site. There I had to wait 45 minutes, been transferred two times to a higher level of support and finally I was connected to "Roger", who restored my Apple ID (my new ID that I have created) within 20 seconds. He was very efficient and knowleable. Hope this help.

I had my Apple ID disabled because of a disputed charge. Got on the phone and they enabled it immediately then they called the App section to "allow" the same credit card to be used again. I thought it was an unauthorized charge, the rep thought it might be a duplicate charge. Either way, Apple fixed it ASAP. It should be noted I am within the 2 year Apple Care which I suspect got me to a live person much faster. They re-allowed the credit card on the account.

Your AppleCare doesn't get you faster service. It just means you don't have to pay for technical troubleshooting support for two years, and you have two (instead of one) years of hardware warranty.
