You need to go to iTunes on your computer and open it. Then find a free app...any app and try to purchase it. You will then go through the whole purchase process but when you get to the payment method there will be an option of "None" for the credit card.
Try this and let me know if it works, but for now, Apple is having an issue with downloads so you may be SOL.

BTW...I teach a class on iPad usage and have had to do this many times...so I know is works.

Hi pls can anyone help me im trying to create my apple id but in the payment method they always ask the credit card thats why i coudnt download...tnx

Did you try the above mentioned method? You have to use iTunes on your computer in order to setup an account without requiring a credit card. To be more specific you have to open the iTunes application, navigate to the Store and select the App Store. Find a free app and attempt to download it. You will then have to go through the account setup process, but instead of a credit card you can select "None" and continue setting up your account.
