TS3198 above didn't work At&t assured me that they submitted the unlock form. anything else missing?

Finally got the email stating the my phone has been unlocked all I have to do is sync and restore with iTunes. I did so but my phone was not unlocked despite doing all the troubleshooting recommened on Apple website for authorized unlock.
