Photos for MacSimply, it means that iTunes Match and the iTunes Store will use the cellular network to download. There are two places this feature can be enabled/disabled which apply to different Apps. You don't way where you disabled the feature and in what Apps you tried to download in.
If you disable Cellular data in Music, then iTunes Match will no longer be able to download songs over the Cellular network. But if you leave it active in Store then you will be able purchase and download and download pas purchases in the Store.

Photos for MacWhich app are you using? Music or Store? The setting appears to affect the two differently.

Photos for MacIt appears that those settings do not function indepently; not what I expected. So, in order for the Music app to not use Cellular data you'll need to set the option to OFF in both Store and Music.

May 7, 2012 9:55 PM in response to Michael Allbrittonby makip,I enabled iTunes Mach on my iPhone, however the "Settings > Music > Use Cellular Data > Off" described here:
http://support.apple.com/kb/HT4913
However it does not work as expected, and data continues to download iTunes Match data over 3G.
This unfortunately meant that last weekend I exceeded my mobile data quota by over 2GB when my phone continued downloading the entire day in the background. This issue has cost me $AUD499 in excess data usage charges, for something I explicitly looked for a setting to prevent!

Oct 1, 2012 4:40 PM in response to Kolossby maxmost,Due to a misdesign in Music App it is possible to download big amount of music data in 3G network also if your configuration "use cellular data" is switch off.
