I downloaded the Samantha (same as Siri) voice just for fun.  I don't use voice over, and I was just using it for fun.  Now I realize it was almost half a gig of hard drive space.  Oops.  Is there any way for me to delete this new voice on my Mac?

I assume it would have been placed in one of these places (not sure which)

    ~/Library/Speech (in your home directory)

    ~/Library/Voices (in your home directory)

    /Library/Speech

/System/Library/Speech/Voices (I doubt yours is in here, added for completeness)

If you find it trash it.

They're located in the last one: /System/Library/Speech/Voices/

The Samantha voice is in a folder called /Samantha.SpeechVoice, and the file downloaded and installed when you got this voice is the PCMWave file within the package. For the Samantha voice this is ~450MB in full, but before you downloaded it there is a smaller version of this file that holds the sample phonetics when you preview the voice.

So you are saying end user voices are installed in the /System/Library?  What's the purpose of the others?  It seems strange user installed voices would be installed at the /System level.

You have to authenticate for the install, and the voices are then used for several central services such as coreaudio and voiceover. They are also made available for all users. While I'd expect them to also be available in the /Library folder, as with many Apple-supplied system add-ons they're put in the /System folder.
