It would be a nice feature to have. I can imagine it now. You click the send button and it shows a progress bar moving left to right for a total of ten seconds. Then underneath that progress bar you have a cancel or continue button. I can imagine an option to turn it off in the settings too.
BTW I have an Undo add on for GMail that works great. If I send an email a "Undo" button appears at the top. I have 10 seconds to undo the sending and make edits. Super nice.

I recently had a message stuck in a middle and wanted to cencel it. This is what I found. In iOS7, you can tap and hold the message being sent. This will bring up some options like "Copy" and "More". Click "More", then you will see a check box for each message and a trash can on the bottom left. The box for the selected message is checked by default. Just hit the trash can, and the message will be cancelled (I think).

If the message has not already been sent, yes, this would prevent it. However, once you hit send, all this will do is delete the message from your phone.
