To activat go to system prefernces and look for the mouse icon, double click on it and it will walk you through how to use your mouse with your computer.

Are you talking about your Track pad and NOT your mouse ?
Use only your trackpad to get to system preferences.
Does your mouse have a fresh battery, is it cordless ?
Shut it down & restart it sometimes rebooting your computer helps

You didn't mention it was on your computer, I thought you were referingg to an ext mouse, try buying one for $20 & it will wrk fine. Sounds like you have an older model Mac time to buy a mouse.
