How to reinstall Snow Leopard

I have an old PowerBook G4 that I've been screwing around with, and recently in a  crazy attempt to free up some disk space, I deleted all of my programs. Yes, I know, that was stupid . Anyway, ALL of my programs (including Prefs and Disk Utility, etc.) are gone. I have an ISO of both Leopard and Snow Leopard on two DVDs. The G4 also has a bad CD drive. I would prefer to use my Win 7 PC to burn disks/make bootable USBs/whatever else I need to do, but if required, I also have a MacBook Pro running Lion. Any ideas would be appreciated.
