It has a queston mark on it.

Where exactly do you see that? In the Dock? In the Applications folder? On your Desktop?

If the question mark is in the dock somehow the dock doesn't know where safari is.  Open /Applications and drag the safari icon in the dock.  If it isn't in /Application than that is why the dock shows a question mark because you moved the actual app someplace (hopefully not deleted it).  You need to find it and put it back in /Applications.

Right-click or control-click the Dock icon and select Options > Show in Finder from the popup menu. Where is the Safari application? What is its version?

I explained the circumstances of why a question mark would show in the dock.  You said you downloaded a copy of safari.  Did you put it in /Applications?  Does it even work, i.e., if you explicatily double click it does it launch?  You don't have to launch from the dock.   If it passes that test then bother to drag it to the dock.

You profile in your original post says you are using 10.6.8 snow leopard.  If that is correct you cannot use the lion version of safari.  You need to dig up the 10.6.8 version.

Might get it back if you reinstall the 10.6.8 combo updater.  Make sure you back up your system before reapplying the update.
