Yes, some ISPs have throttled data going through the ATV and/or iTunes.
I have obviously seen that thread, but most issues come down to the network and the majority are having a flawless experience. If it was on Apple's end it would be quite the opposite. I have helped a lot of users over the years isolate issues on their network and resolve the problem.

Vazandrew, any thoughts on this one?
Seems to be an issue with New Zealand users. Were all using a variety of different ISP's and have different newtork setups but we are ALL now experiencing the same performance problem!
Got to be a change at Apple's end.

Sounds like speed is fine, and looked as though the users were using the ISP DNS. I would look into something on the ISP's end, or something about the location, before looking at Apple (it would be a wider issue if this were the case at any rate)
Have you tried looking into interference, if on wifi? Trying a different network, taking into Apple to test?

I have spoken with the ISP and they have not made any changes or attempted to throttle sites.
I am hardwired to the router via ethernet cable. I have also tried using the Wi'Fi. The experience is the same so it's not interference or a network issue. Also other NZ users are with different ISP's and experiencing the same issue.
It does appear to be a wider issue but limited to New Zealand users. Therefore likely to be some at Apple's end.
I might try and take it into a store.
