You brought the phone locked to the operator. Other explanations for this report is not!
I have a phone 4S factory unlocked from Canada activated in Russia without any problems.
Похоже что Ваш аппарат все-таки залочен. Телефон unlocked ничего подобного написать при включении не должен. Мой канадский 4S по крайней мере, спокойно включился с симкой мегафона и сразу активировался. Так что похоже у вас проблема....

Did she buy the phone from a Canadian provider, or from Apple directly?
As far as I know, Factory Unlocked iPhones are only available directly from Apple. If she got it from a service provider, she only got it without a service contract, which is NOT the same thing as unlocked.
If the device is locked, you would have to contact the particular provider to find out about getting it unlocked (note that not all carriers unlock iPhones, nor are they required to do so.)

I have sales slip with model and price, and it's really price of FU model. ( My model Part No. MD237C/A).
That's why i'm writing here. I read about same problems in Russia with FU models of iPhone 4s from Canada, and people wrote that sometimes FU models are including to the list of Locked cell phones, they contacted seller in Canada and this seller (La Source) helped them. (Is it true?) I already wrote them. Can i check somewhere with my imei number, my phone is locked or not?

La Source Canada cannot sell unlocked iPhones - the Apple Store is the only place where an unlocked iPhone can be purchased in Canada - so if that's where your friend bought the iPhone, it was definitely locked to one of the Canadian carriers, regardless of how much she paid.

Judging by your number MD237C / A device really should be unlocked. Butbehaves as locked . I've seen reports of such errors. You need to contact the seller. If it's their fault that requires them to have solved this problem.

I'm now facing a similar problem, my mum bought me Iphone in duty free in South Korea, she was told it was unlocked, but when I tried to activate it with my Kazakhstan sim card, it said I needed a different sim card. When I checked my phone's number in the Interned, it turned out it was from Canada. So I was wondering if you ever solved your problem and if so, how? Thank you!!!
