You're absolutely correct in that you will continue to utilize your Apple ID. Your Apple ID remains associated with your email address, so after selling the device the user will likely have restored the device and associated a new Apple ID. Either way, you'll find your previously purchased Apps listed under the Purchased tab on the App Store.

Correct. Sign into the App Store with the same AppleID you used, and you will see your past purchases in the Purchased section, and can then re-download at no cost.
Hopefully you remembered to wipe the old iPad before you sold it, otherwise the new owners will have free access to those apps you paid for. They won't be able to update them, and will lose them if they wipe the iPad, though.

You SHOULD be able to see the apps in iTunes on the PC, provided you're using the same AppleID you used before. Store - Purchased - Apps - you might need to check both the iPhone and iPad tabs at the top.
Or, you can download them directly to the iPad by signing in on the iPad.

Go ahead and Sign In on the iPad: Settings>Store: Apple ID (Sign in).
Then navigate to App Store>Purchased (tab). Here are your eligible apps to download that you have already purchased. Please let me know if this helped by using the buttons below, or reply to this thread for more information.

I have now got sorted out. I had bought a new pc, and I had not downloaded itunes on it, how silly is that? I appreciate all of the help and assistance, excellent service here
