No. Sell the MBair and buy a Mac Mini. Use an external keyboard, trackpad and monitor.

Will a Mac Mini work on a BlackBerry PlayBook or Windows 8 Tablet? What are the requirements?

The Mac Mini is essentially, for practical measure, a MacBook Air homologue for non-portable, desktop use. It is a basic Mac Computer for which you buy and use an external keyboard, mouse, and monitor. You don't use a tablet as a monitor, unless there is an app which might afford that functionality to the tablet device. Since both devices you mention are non-apple, you might consult a forum in which those products are more familiar. But perhaps there may be users here who might have insight.
