On the iPhone go to Settings > Music and set the iTunes Match option to OFF. Then you will be able to sync the music in the traditional way.

I was recently able to connect my iPhone to a Wi-Fi network connected to the internet. Only then did the option show up in the Settings app. I'm not sure if that's by design or if it's a bug, but it's terribly inconvenient just at the moment I need to access the feature. If it's by design, it's a poor design compared to most other aspects of iOS.

The only way to view the settings is to obtain an Internet connection on your device.
