Did you sync with iTunes after you updated your iPad? If you have been syncing your iPad with iTunes, simply sync again in order to put your apps back on the device. If you lost them for some reason, download them again using the same Apple ID that you bought them with.
This will explain how to download your past purchases from iTunes.

Yes I did sync to iTunes, everything is back on iPad except apps. The apps are still in iTunes, if I try to move one to the iPad I get the red circle. They will not load.

Are you logged into the correct Apple ID on the iPad?
Do you have restrictions enabled on the iPad that is preventing the apps from syncing?
BTW .... what red circle?
