You only chance would be connecting in recovery mode and setting it up as new device without using the latest backup.

Thanks to Ingo2711. Over last 10 days i guess i have restored ipad several times, with various combinations. Whenever i restored and installed backup the problem started... Then I tried only addign the applications through itunes and not usign backup, the problem of ipad restarting again started.
It seems to me that my itunes profile or apple id with its associated purchases are corrupt... Is there a way to reset it. Now i am usign it as a new ipad without having the apps i require.

Are you using the same account info, as when you bought the apps for the first time?
Did you try to download the apps again on your iPad by using the build in App Store and a Wi-Fi connection?

After restoring iPad, I am using the same apple.id as earlier to register the iPad. Later I am trying to synchronize it with the Apps already present in iTunes and I am not downloading them again through iPad.
I will try downloading the apps using iPad + WiFi
