I've done all this. I've even reset the entire machine (which I bought only a couple of hours ago so it has nothing on it anyway), but no joy. An interesting point is that I only got one email with the link to reset the password, even though I've requested a password reset about 10 times. Now that link has expired and i don't get any email at all. (I've checked my spam folder!) I really have no idea what to do now.

There is a support number for the Phillipines and an email contact. I would call. I am under the impression that you are entitled to 90 days of free phone support with the purchase of an iPad. I don't know if it applies to the Phillipines, but you can take a look.
This may be because your IP is blacklisted under an email program. Contact your email providers support and ask them to check your email with Apple.. If the email IP has previously been used for worm, spam activity, then filters (more common on exchange email, on the internet mail servers automatically throw up exceptions which can propogate to all traffic associated with it.
This is not your machines IP, it is the addressing used to identify you on the mail network, which is part of Apple's verification process. Get it checked.
After about an hour on the phone with US support (who were very helpful I must say) it turns out that if you do not have an iTunes account with credit card information and a billing address, you are very much more likely to get your AppleId account disabled "for security reasons". This begs the question of course as to whose security we are talking about here! But there you go. If you are an Apple first-timer, get an iTunes account, fill in all your details, and you should be alright.
