Is new Ipad Sim-free? Will one from Czech Republik work with Russian 3G (Not LTE!) network?

yes you should be able to use the Ipad with a Russian carrier that is supported - you would need to get a sim card from them - supported carriers would be ones that support the iPhone if the iPad is not for sale yet in Russia

One thing to be aware of is the warranty is only goof in the coubtry of purchase so if you needed repair you would need to tak (or ship) the iPad back to the country you bought it from - and if you sent it to Appple for repair they would only return it to the country it was bought in
