What's an easy cheap way to get multiple iPads to all use a form/database to capture patient information, store it for days if necessary, and then upload it to a central computer/database for collating/reporting?

    I very much doubt there's going to be anything truly cheap, if for no other reason then the requirement for very tightly securing the patient information (a HIPAA violation can be very expensive). You may find apps that are free, but those will use back-end services which you will almost certainly have to pay for one way or another. Search the iTunes Store for "Patient record" and you'll find a number of possible options.

    You'd have to find out what laws if any would apply in that country. But most patient information apps are probably going to presume that privacy is at least highly desirable if not mandatory and be built, and priced, accordingly. But again, you can look at the apps available in the iTunes Store and see if you can find anything suitable.

    There are database apps available, including FileMaker Go and some SQL apps. Whether any of those will save for later upload I don't know (SQL-based apps probably will not, but I'm not certain). With any of those, of course, the app may be cheap but you'll spend quite a bit of time on developing the database and setting up the appropriate infrastructure.
