I have read some related discussions and made some checks, so there was a suggestions that Mac OS 9.2.2 Installer may have left an extension named PrefRestoreInit which caused the hang during the boot - I booted from the 9.2.1. CD and opened Extentions folder in System Folder on HD and there was no such extention. So that doesn't help.

There are some other known problem causers in 9.2.x; if you have any of these, try disabling or removing them - IdleTime (extension); N2MP3 (extension); and True Finder Integration (control panel).

I have checked - the System doesn't have any of those you mentioned. One correction though - Mac freezes up during "Starting up..." screen before any extention loads.
