No, you can't remotely turn it on.
If it was stolen then you should report it to the police. As a safety precaution you should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

Prior to losing it, did you enable FindMyiPhone in Settings > iCloud? If not, you will not see it.

If you activated FindMyiPhone, you can still lock/wipe/send a message and you will receive an email if or when it is connected to any network (as long as it has not been restored).
