Updated my new ipad to 5.1.1, but the problem still exists.
The changelog mentioned about this bug being solved, but the new ipad still connects to 'E' (Edge) and not 3G. The sim card is 3G enabled and there is 3G network available in the area. The same sim on an iPhone 4 connects perfectly to 3G, but the new ipad doesn't.
Apple, please rectify this!

Hi, I upgraded yesterday and after it was connected only to 2G, I got frustrated because the problem persisted, but after a while, 15 minutes after it changed to 3G and has not failed since. Calvin, Mohit is a matter of patience, let the SIM inserted in the iPad and after a while it will connect, Greetings.

look what I did, go to Settings-operator (where one chooses the operator) - change it to MANUAL, usually is in automatic, and with it reconnects to my iPad 3G network, I hope this helps

I have an update. We have two carriers here in the Cayman Islands. LIME (Cable & Wireless) and DIGICEL. Both offer exactly the same network options and frequencies, including HSPA+ (2100MHZ). Up until the 5.1.1 update I could only get EDGE on my new iPad, regardless of which carrier SIM I used. Both SIMs are 3G enabled and tested in an iPad 2 and iPhone 4S. DIGICEL is my primary carrier and so yesterday, after applying the 5.1.1 update, I was hoping to see a 3G or H connection. Unfortunately there was no change. So I figured the update had done nothing. Just for kicks I tried my LIME SIM this morning and was surprised to see it connect via 3G (this SIM is not HSPA+ enabled because LIME have a separate plan for this). So now my LIME SIM gives me 3G in the new iPad but my DIGICEL one is stuck on EDGE. Considering the iPads are all carrier unlocked, and the two local carriers use exactly the same networks etc, I cannot understand why it will now work on one and not the other. I am going to get LIME to enable 4G(HSPA+) on my SIM to see if that works. I am pleased that it is working on one carrier but am now more confused and concerned that it doesn't work on both.

Lets us know. It can also be network problems, hlr, handovers reselection, switch, sim profile ect ect

I'm having same problem as catjbm.
The data SIM from the same of my iPhone carrier keeps staying on edge while the iPhone is solid 3G on same network (eMobile Ireland). I tried a Vodafone Ireland data SIM and it seems to work far more reliably. This is still the case following iOS 5.1.1 update.

I am in Costa Rica too
Claro is not working with 3G at all
Movistar and Kolbi work but you need to switch off the automatic carrier selection and select it manually. Then just a quick reset using the airplane mode and the new ipad ll get 3G servide (Only works with Movistar and Kolbi)
The 5.1.1 didnt solve the issue

The tip that gersoncr did could work. 2 of the 3 Costa Rican carriers work after switching off the automatic carrier selection

I have had the same problem in Costa Rica and have been able to connect to the 3G in Kolbi and Movistar switching off Automatic Carrier selection and choosing it manually. I wonder if the iPad is expecting an LTE network and since it doesn't find one, it chooses the GSM network automatically and and skips 3G.

Even though the 5.1.1 update has allowed me to connect via 3G to one of our two local carriers LIME/Cable & Wireless) I do still need to do the manual carrier selection trick in order to get it to work. The other carrier (DIGICEL) won't connect with anything but EDGE. On paper the two carrier networks are identical, and even use the same communication/networking equipment so there must be something different with the DIGICEL deployment. DIGICEL are saying that Apple have to fix the problem, and I agreed with them when neither local carrier would work, but now that one is working I don't see how Apple can issue a separate fix for specific carriers.
