If your iPad 2 was recently synced with iTunes, then you can reset the iPad 3 and restore it from the backup. Or you can simply sync the iPad 3 with iTunes which should load your existing configuration of apps, music, info, etc.

Thanks but how do you restore from backup? The instructions I keep finding describe the process from the first bootup of the device ("pick whether this is a new ipad or if you are upgrading from an old one" -something to that effect). But how, with the device already up-and-running, do I initiate a restoration from the cloud?

Just click on the Restore button. When the option to setup the iPad as new or restore from backup choose the latter.
