You will need to Restore the iPad using the computer it usually Syncs with...
1: Connect the device to your computer and open iTunes.
2: If the device appears in iTunes, select and click Restore on the Summary pane.
3: If the device doesn't appear in iTunes, try using the steps in this article to force the device into recovery mode.

I believe that my kids have set a restriction passcode. You say to restore your device. Does that put the Ipad back to factory or does it keep all stuff downloaded and all. also does setting this make it so kids can't delete a game or other items without passcode.

If the restrictions code wasn't on the iPad when you last backed up then you can restore to that backup and it should be removed. If it was on the iPad when you last backed up then the only way to remove it is to reset the iPad back to factory defaults (which will remove all content) and you can then re-sync your content back to the iPad - you won't be able to restore to the backup as that will keep the code in place.
If you turn 'deleting apps' 'off' in restrictions then they won't be able to delete them.

sorry to be so iliterate about this stuff.. if we have to restore it back to factory defaults. will we be able to get back all games and other things previously dowloaded?

As long as the apps and ibooks are still available in the store, and you use the same iTunes account as you originally used to buy them, then you should be able to re-download them for free (and in some countries that also applied to music, tv shows and in the US some/all films) : http://support.apple.com/kb/HT2519
Have you tried copying any purchases off the iPad to your computer's iTunes via File > Transfer Purchases ?
