Q: How to activate hotspot in iphone 4S

Is it a supported cellular provider? Does it provided tethering as an option?

You will need to contact your carrier to enable Personal Hotspot on your cellular data plan. As there are no supported carriers in India this may not be possible. This might also help http://support.apple.com/kb/HT4517

Go to settings > personal hotspot then if you can turn it on

Do you have 3G plan/service activated on your phone?

If you have 3G service activated on your phone, you may try entering the generic APN settings manually. (give it a shot, for some BSNL users it works).

Make sure your 3G is ON before entering these settings. [SETTINGS - GENERAL - NETWORK - CELLULAR DATA - ON]

Now go to:

SETTINGS - GENERAL - NETWORK - CELLULAR DATA NETWORK

Enter the following settings exactly:

CELLULAR DATA

APN                   bsnlnet

Username          Leave blank

Password          Leave blank

MMS

APN                              bsnlmms

Username                      Leave blank

Password                       Leave blank

MMSC                           http://bsnlmmsc.in:8514

MMS Proxy                    10.210.10.11:8080

MMS Max msg size        102400

MMS UA Prof URL          Leave blank

INTERNET TETHERING

APN                    bsnlnet

Username          Leave blank

Password           Leave blank

Click on "network" on top left. You may need to reboot your iPhone.

If successfully activated, you will be able to see "Personal Hotspot" below the "Cellular Data Network" option on the same page.

You may enter MMS settings if you want to activate it, otherwise leave MMS settings blank.

I am glad it worked.

Make sure to call BSNL customer support and ask them to activate MMS on your number. It needs to be activated from carrier's end also.

I use BSNL carrier in iphone 4, but can't able to set only "INTERNET TETHERING" setting as below.

I called many times BSNL but they can't understand situation. How to resolve this carrier problem in HOTSPOT?

I reset network settings  and try to enter data which i mention above.

Only, I able to set data on CELLULAR DATA and MMS but can't able to set INTERNET TETHERING.

You need to contact your cell carrier to activate personal hotspot.
