Is there anyway to save a file, like a resume, to my iPad that I can then upload when applying for jobs?

Not directly via Safari, sorry. Apple have disabled file uploads from Safari and it's only available for jailbroken users via the commercial Cydia utility "Safari Upload Enabler" ( http://www.funkyspacemonkey.com/safari-upload-enabler-enable-native-web-browser- file-uploading-iphone-ipad ).

However, some (in no way all!) popular websites have their own iOS, non-Web-based clients with their own file transfer capabilities. Ask the guys operating the job site you'd like to upload docs to whether they have one.

There are apps you can use for this (without the need to jailbreak - truly not recommended).  Dropbox is one that comes to mind.  You download dropbox on your home computer for free, which comes with 2GB of free storage.  Then download the Dropbox App from the App Store, also free.  Load you resume in Dropbox on your computer, and then access it on your iPad.
