Purchases made from one country cannot be used in another.
And be aware for iTunes purchases, your credit or debit card credentials must be associated with the same country where you reside.
"Although you can browse the iTunes Store in any country without being signed in, you can only purchase content from the iTunes Store for your own country. This is enforced via the billing address associated with your credit card or other payment method that you use with the iTunes Store, rather than your actual geographic location."

Yes, of course.
If your current library is not already consolidated, run Consolidate first. Then copy the entire iTunes folder from the existing computer to an external hard drive that you can take with you. When you are at the new computer, copy the entire iTunes folder from the hard drive to the new computer.
As Carolyn noted, you can only make purchases from each country's iTunes Store while you are physically in that country. However, once you buy an item, you may take it with you wherever you go, like any computer file.
