I had that a few weeks ago and had to download apps on PC, it lasted a few days and then stopped happening. Try touching the waiting app to pause it, press the off button, turn it on again, press the app again and see if it starts loading, but be patient as sometimes it doens't start loading for a while. I found this worked occasionally.
As it was also happening on my iPod touch I think it was something to do with my account rather than the hardware.

Same here!!! can't download apps on my iPhone 4S (64GB) they keep on "waiting" status and download never starts, after a while the message "cannot connect to iTunes Store" appears, I've tried turning it off and on again, and resetting, but the problem persists....

Hi again, I just solved the problem by signing out from the store on SETTINGS > STORE > tap your APPLE ID:*********** at the bottom and SIGN OUT, then sign in again. Hope this helps u

This seems to have fixed my problem. I had to reset my password for other reasons, then my iphone would not allow me to download anything from itunes. Finally did as you said and that seems to have reset it. THANK YOU!!
