I don't see how this is Yahoo's fault. I've been having the same problem ever since I upgraded to the current iOS. It was working fine before the iOS update (5.1). My son still has iOS 4.3.5 runung on his IPhone 4 and he gets the push email notification sound when his phone is in sleep mode.
In order for me to get emails, I have to select the email app and it fetches for it.
Apple should do something to correct this.

Also experiencing the same problem.
Up until yesterday email could be sent and received.
As of today, email cannot be sent, but can still be received.
I have tried deleting the account and adding it again, but this does not fix the issue.

I have to agree with fvdvhome.
I have three apple devices side by side, all hooked up to the same yahoo account. My iPad and iPhone 4s are showing the problem, while my older 3GS is not. Whatever the cause, it seems a reasonable conclusion that something Apple is doing inside the OS might at least be part of the issue.
