HT4972 there is no sim card in the iphone you are attempting to activate

I recently was given permission to unlock my phone by ATT. We have to iphone 3gs's. The first one went fine, the second one during restore failed. Then when restoring a second time, it appeared successful, except all data was lost and the phone cannot active. When I hook it up via the usb port and open iTunes I get the error message that there is no SIM card in the iPhone you are attempting to activate. There is a SIM card. I tried it in the other phone and it works fine.


What can I do to re-activate the phone? To restore it to working order?



iPhone 3GS, iOS 5.1.1
