I re-installed iCloud 2 days ago because photos were not getting uploaded from my pc (didn't help tough).
Instead this error is now occurring at bootup.

I'm also experiencing this problem. Win7 Ultimate x86. I have iTunes in my Autostart folder (to enable home sharing just after the computer is turned on). ApplePhotoStreams.exe crashes when the computer boots up and I don't know how to fix it. Consequently, the photos from my iPhone 4S (with enabled Photo Stream) are not being downloaded to my computer, however they surely are in the iCloud because I can see them on my AppleTV.
I think that's how Apple makes us use its "eco-system", 'cause I suppose on a Mac everything "just works ©".

I found a solution to the issue. What was happening with my situation was that there was somthing corrupted within the cloud stream itself.
I first had to:
1) Turn off photostream on my devices
2) Then login to icloud.com and go under the advanced section to "reset photostream" (making sure I had all of the photos copied off of my devices and saved onto my PC.
3) Once that was done, I turned photostream back on the devices
4) I dropped ALL of my saved and backed up photos into the photostream upload folder within my pictures and it simply re-uploaded them all to my cloud without issue and the crashing went away!

This does indeed work (I'm using vista32 sp2). But does it fix the problem for good? Or will the problem keep coming back? The last time I had this problem, I uninstalled and reinstalled the control panel and it worked for a couple of months until the problem came back.

For me, resetting my account at www.icloud.com, reinstalling the app and signing off and back on on all of my devices helped. Hope it will help you too, guys! Thanks anyway for all your pieces of advice.

I have the same problem. Can't the Apple developer of this program take all the crash dump reports (mine is the same as SoreLoser67's), find out why the program is crashing and roll out a fix via an update service? Having thousands of users do complicated rebuilds of their iCloud environment and software without a clear knowledge of the cause is so asymmetric to an ounce of diagnosis/prevention.
