ok it is instantly recognized in itunes, access to the phone seems as it should be

OK, so the purpose of that was to verify that everything required for connectivity is in place and working. Does IPCU fail when you initially connect it (does it show up in the left hand pane?, or when you try and transfer a profile to the device, or export a profile?

its failing before i can see anything, right after i try to start the utility. Even with a connected phone.

It's weird that with the device visible and connected to iTunes, that when you launch IPCU you get the error message..because the mobile device support is required for iTunes to work properly...I believe you said you are in Windows 7..you might create another local user account with admin privileges and see if it will work logged in as the new admin user..beyond that...here is a link that talks about issues with apple mobile device support...I don't know how much good starting and stopping the service would do..but there is a thread farther down about potential issues with security software...

yes I agree that this is a weird behavior =)
however i have disabled anti-virus, restarted the service and even created a new admin user. All steps shuffled and tried several times. Problem is still the same.
