Airport can't find or connect to Network

Typically, I am having trouble. Just purchased a refurbished Ibook running 10.5.8 . It comes with airport. I have an airport extreme that I was able to connect to with a previous Ibook. I have the address, password, etc. However nothing works. I scan and I get nothing. The network appears but when I click on it, there is no connection. When I try and contact and create Network,  I am told "contact administrator" . When I work with Airport Utility and try and configure using the address and password I get an error message saying use Ethernet to connect. But I am already using an Ethernet cable. I don't know what to do. When it says administrator what does that mean?
