And I also can't even click on the wonders-of-God created desktop in the Applications folder, which makes things all smiley and workable. The blessings of God are on it!

Do a Get Info in the Finder on the Desktop folder... is it Locked, what Rights does it say you have?
Safe Boot , (holding Shift key down at bootup), use Disk Utility from there to Repair Permissions, test if things work OK in Safe Mode.
Then move these files to the Desktop...
Reboot & test.
PS. Safe boot may stay on the gray radian for a long time, let it go, it's trying to repair the Hard Drive.

man you were quick, possibly went through the same steps you ennumerated, but here was my monkey that got off my back
boot up to recovery,
restart holding down option key,
mac utilities, just utilities,
hit enter, choose, mac hd,
select affected account,
reset home folder permissions and acls,
that gets the pilgrim to the holy land).
It worked, it was awesome, just two seconds,
