Welcome to the Apple community.
Content is not eligible for iTunes match when it has a data rate below 96 kb per second or has a total size over 200 MB.

i tried to re-input the song from my cd & it still has same data rate below 96 kb. is there any way to correct this so it would be eligible for icloud? also what if i bought a song off of itunes & it says it's ineligible? then what can i do?

The import settings for your CDs is too low, go to iTunes preferences > General and look for the import settings button. Your settings should be a AAC and at least iTunes plus.
Do you actually have any iTunes purchases that are ineligible for iTunes match.

I do have some itunes purchases that are ineligible for itunes match/icloud. what do i do now?

Have you tried uploading it to iTunes match or updating iTunes match.

If the bitrate inidicated under "get info" is 64 kbps for an imported CD, is there anyway you can change this, or do you have to import your CDs again with a different setting in order to use itunes match? Should the setting be "itunes plus"? Thanks!

easy answer w/o brain storming... forget icloud saving and just add the song to an existing playlist... if/when your itunes match is enable on the device you WILL be able to listen to that song anywhere/anytime/anyhow you want to. (prob the less geeky advice although i would LOVE to know that AAC is... please fill me in you i tunes/cloud community MUCH APPRECIATED !!! THANKS !!
