When you say you get an error "Sorry, that email address is already on file" I would tend to believe it.
Translated, I think that means you have two or more Apple IDs, or Apple IDs and (other) Apple Support Communities users sharing the same email address. Emails must be unique between users or you won't be able to log into Apple Support Communities.
Emails can be the same between an Apple ID and the Apple Support Communities user linked to it. However, if the Apple Support Communities user is linked to one Apple ID but shares an email with a different Apple ID, it collides.
For starters, follow "How to find your Apple ID" and see if you have more than one Apple ID sharing the same email. If you enter your name and email and it says it found more than one Apple ID for that email, that's part of the problem.
