Removing all copies of a file from Time Machine

I am trying to delete all copies of a file in time machine but I do not have "Delete all copies" in the action menu.  Why do I not have this option?  Every answer to how to delete all copies says to do this but my action menu does not have this option.

    You need to select (highlight) the item first.

     

    And you can't do that on a Local Snapshot (gray "tick mark" in the timeline), only an actual backup on an external HD, Time Capsule, etc. (purple "tick mark").

     

    Then you should get the Delete All Backups of <item> option.
