From your report, it's not entirely clear to me if the VPN is not working, or if the whole Mac server has somehow wedged itself.
You're left to troubleshoot your OS X Server and your network, or to designate somebody for this troubleshooting task. The possible triggers here range from a server hardware or software error to a client hardware or software error to a network hardware or configuration error; pretty much anything between ends of the VPN, inclusive.
Please post some more details on what is happening, what might have changed recently, whether the server is otherwise working, and whether non-VPN connections can be established.
Or ring up whomever you use for support escalations for problems within your network or for OS X Server issues, of course.

You've reset the SMC. You've attempted bootstraps unsuccessfully on multiple occasions. Your system is not booting, but seems to be trying. That's understood. I suspect this is a Mac Mini running Snow Leopard, based on your footer. What is not clear to me is how far along into the bootstrap sequence this Mac Mini is getting; what parts of the normal bootstrap you're seeing, and what parts are not happening.
Does a Snow Leopard distribution DVD disk boot?
Do you have hardware diagnostics for your system? If you have those, have you tried booting them?
Do you get the grey screen with the Apple logo and a spinner? Or do you see some other symbol?
If you're getting as far as trying to boot OS X, have you attempted a single-user bootstrap, or a verbose boot? These can (if they succeed) potentially provide you with clues around the problem.
If you have another Mac with a matching port (usually FireWire, or Thunderbolt on newer Mac Mini systems) and an appropriate cable, have you tried booting the Mac Mini in Target Disk Mode, and attempting to access the disk from the other Mac?
If the system is covered under AppleCare or other warranty, I'd suggest discussing this with an Apple support rep.
