If it is not possible, how did the developers of the libraries cited in your original post do it?
I quickly scanned the moon-apns source. If that works for you, it is not very complex and could be easily used from any ASP.NET service.
What do you mean by make it very lightweight? If you are using ASP.NET for your web service, adding either apns-sharp or moon-apns to your solution would not make a detectable performance or scalability difference. Particularly if your web service is an ASP.NET WCF service.
