Having the exact same problem here! The only lead I've seen is that if the backup is made making a newer verion of the operating system than the one on the new phone you have to upgrade the OS on the phone 1st. I'd have thought a new phone would come with the latest OS....but it was only a few days ago I upgraded to a new release on my old one so I guess that could be it? Trouble is I'm not sure what to do now. One bit of advice was to upgrade the OS on my new phone and try again, but not sure how I do that as I'm still trying to set the thing up! I'm wary of hitting the "set up as a new phone" button - surely I want to set it up using the icloud backup from scratch? Or can I go back and set up using icloud after setting up as a new phone and updating the OS? Hopefully that lot makes some kind of sense!

Sorted. I ended up setting up the phone as a "new iphone", and updated the OS to the updated version. I then reased all data and settings, and set it up again from scratch - but this time restoring from the icloud backup. Bizarrely non-intuitive but it seems to be working. This time it is identifying the icloud backup and installing it ok. Hope yours goes well!
