If not on your iPhone, it wouldn't be shown there.
The music is not available when selecting the Music app on your iPhone, which is the iPod function on the iPhone?
Music downloaded from the iTunes store can be re-downloaded with iTunes on your computer or with your iPhone without having to pay for it again, but music will not be redownloaded in iTunes on your computer or with your iPhone if the music is available in iTunes on your computer and on your iPhone.
What is selected under the Music tab for your iPhone sync preferences with iTunes?

I check both the music app and the iTunes app on the iPhone and none of the songs which are greyed out on the iPhone listing in iTunes are on visible or usable on the iPhone.

The iTunes app is for downloading new music and for re-downloading music that was already purchased only.
Deselect Sync Music under the Music tab for your iPhone sync preferences with iTunes followed by a sync.
Follow this by reselecting Sync Music and another sync.

In iTunes go to the Store menu and Sign Out.
Sign back in.
Select the iTunes Store in the left-hand column.
Under Quick Links select Purchased.
Click the Not on This Computer button in the top right-hand corner.
This should generate a list of songs in iCloud that, for whatever reason, are not on your computer.
You can download individual items or use the Download All button at the bottom right.
