There's nothing to "set" as such. You connect to the TV using the appropriate adapter and then use an app that supports video out.

I got same problem. After upgrading to iOS5.1.1 I cannot see tv via the ipod dock. The Screen of the ipod is telling me that it's connected to a tv, but the tv shows nothing. It was working before the upgrade.

I finally unplugged the dock and connected my iPod directly to the cable (Apple Composite AV cable).. The iPod screen showed "TV Connected". Beyond that you just have to make sure it is connected to your TV correctly and choose the right input from your TV menu. That worked for me and I was able to play a live webcast from YouTube on my tv.
