I'm having a similar problem. Installing packages takes forever, then (usually) fails. Other actions seem to work fine.
I don't have precise recollection, but I think it started around the 3.53 client update.

For MrPrommer this post from Scooter Magrooter in the below thread addresses the "can observe and control, but can't copy or install" issue. It also addresses the issue of PaullyStew, but usually is seen for all computers, not just one.
"Open ARD. Go to Remote Desktop, preferences, Task Server. Change it to use a remote task server. You can just put in dummy info here or simply your own computer IP. Then simply switch it back to "Use task server on this computer". Close preferences and then try copying to a remote machine."
I find I have to use the IP of the admin computer I am using.
So, it is like the chicken soup theory of medicine your mother practiced - It may not help but is easy to do and can't hurt!

That did the trick. I'm always a bit leery of this kind of "black magic" fix, but I won't argue.
Let's hope that WWDC brings us ARD4, full of great fixes.
